The child support guidelines – codified in the OAR 137-050-0700 through OAR 137-050-0765 – are the basis for establishing just and appropriate child support amounts that provide for Oregon's families and children. By federal law, each state program must conduct a quadrennial (every four years) review of its guidelines to ensure the guidelines formula results in appropriate orders and to make changes as needed. To achieve this, Oregon's Child Support Program Director, Jean Fogarty, solicited interest from the bench, bar, academia, partner agencies, and the Program for stakeholder representatives to serve on a Guidelines Advisory Committee and appointed membership from that list of interested parties.
In March of 2011, the Guidelines Advisory Committee began a year's worth of full committee meetings and workgroup meetings. The lengthy and thorough process in which the Committee engaged is an excellent example of collaboration among stakeholders and public and private child support professionals wrestling through thorny issues and focused on a common good. The Committee has completed its report and recommendations in spring of 2012. The first few pages of the report give a summary of the most significant recommendations, and background on the Advisory Committee.
Child Support Program Director Jean Fogarty reviewed the report throughout April 2012, considering the recommendations. She issued her response to the report and recommendations in late May 2012. The Program has begun the extensive work of implementing changes, including adoption of administrative rules, which will continue through the remainder of 2012. The Child Support Program looks forward to updating and improving these tools to help improve the lives of Oregon's children.
